James J Chance, MA, JP, DL. For 50 years, a partner in Chance Brothers & Co at the Glass Works Smethwick, and Akali Works, Oldbury. He purchased the land for the Park, laid it out and endowed it and on Sep 7 1895 opened it as a gift to the public forever.
