Margaret Dockrell was born at 18 Charlotte Street, Dublin, on 18 March 1849, the eldest child of solicitor George William Shannon and Emily Shannon. She married Maurice Dockrell in 1875, bore seven children, and later directed his family company while campaigning for women's suffrage across Ireland and Europe. In 1898 she became one of only four women councillors elected in Ireland, then in 1906 became the first woman chair of a Urban District Council, holding that Blackrock seat until her death in 1926.
