Francis Lagan was born in Lisnamuck, Maghera, County Londonderry on 31 October 1934, one of seven children born to Francis and Róisín Lagan. He became an auxiliary bishop for the diocese in 1988 and lived in Strabane, County Tyrone for almost his entire episcopal ministry. He died on 9 June 2020, aged 85.
