Brendan Halligan was born in Rialto, Dublin, in 1936. He later became an economist, Labour Party General Secretary, Senator, Teachta Dála and European Parliament member. He also founded the Institute of International and European Affairs and led the Ireland China Institute before dying in Dublin in 2020.
