This stone commemorative plaque records: Thomas Hallyar Foord of Acorn House in this city and of the Grange Botley near Southampton by his will bequeathed the sum of ten thousand pounds to the Mayor Aldermen and citizens for the purchase of Eastgate House and to provide this building for the reception of furniture and other articles bequeathed by him He died on the 12th March 1917 Erected 1923 Edwin Henry Elliott Charles Tuff Robert Anthony Arnold Trustees
Thomas Hallyar Foord was a wealthy benefactor who significantly contributed to the cultural heritage of Southampton through his bequest, which led to the establishment of the city's art gallery and museum in Eastgate House.
