Sir Manasseh Masseh Lopes 1st Baronet was a prominent British banker and philanthropist who commissioned the construction of the Old Town Hall in Westbury in 1815; Richard Ingleman, the architect, designed this structure which served as a courthouse with a lock-up below and later functioned as a library from 1947 to 1970.
