This blue commemorative plaque records: Municipal Buildings These Council Offices designed by James Rowell and built by S. Sherwin and Son were opened in1904 by the Mayor, Alderman Joseph Cooke. As well as a Council Chamber Committee room and offices There was also a Police Station, Public Library and School of Art.
