Her Majesty's Lord Lieutenant to commemorate the construction of the sea wall by Whitby Rural District Council and Scarborough Borough Council Recorded plaque organisation: Whitby Rural District Council, Scarborough Borough Council.
Oswald Phipps, 4th Marquess of Normanby, served as Her Majesty's Lord Lieutenant for North Riding of Yorkshire; he is remembered for his role in local governance and commemorations, including the unveiling of plaques such as the one marking the construction of a sea wall.
